جامعة السويس بالتعاون مع هيئة الرقابة الإدارية تنظم ندوة بعنوان “دور هيئة الرقابة الإدارية في الوقاية من الفساد ومكافحته”
في إطار الإحتفال باليوم العالمي لمكافحة الفساد عقدت ندوة بقاعة ندوات كلية هندسة البترول والتعدين بحضور أ.د. أشــــــــــرف حنيجــــــــــل رئيـــــس جامعـــــة السويـــــس، السيد اللواء أحمد ديوان مدير مكتب هيئة الرقابة الإدارية بالسويس، المقدم يوسف طنطاوى_عضو هيئة الرقابة الإدارية بالسويس، بحضور السادة نواب رئيس الجامعة وعمداء الكليات وأعضاء هيئة التدريس والعاملين بالجامعة والطلاب،
وقد بدأت فعاليات الندوة بعزف السلام الوطني ثم ألقى رئيس الجامعة كلمة أعرب فيها عن سعادته وكافة منسوبي الجامعة بهذه الندوة التي تستهدف أحد أهم قضايا الوطن، مشيراً إلى أن وجود الفساد في أي مجتمع من المجتمعات كفيل بأن تعيق تقدم المجتمعات ويؤثر سلبًا على التنمية والتقدم وجهود الشعوب والحكومات نحو العيش الكريم.
وأوضح “رئيس الجامعة” أن مكافحة الفساد ليست مجرد واجبٌ وطني، بل هي مسؤوليةٌ جماعيةٌ تتطلب تضافر جهود الجميع. مشيراً إلى أن هيئة الرقابة الإدارية تلعب دورًا محوريًا في مكافحة الفساد في مصر، حيث تعمل على كشف الفساد وملاحقة الفاسدين، وتعزيز الشفافية والنزاهة في كافة مؤسسات الدولة، موضحًا أن جهود الهيئة لا تقتصر على التحقيقات والملاحقات، بل تمتد إلى نشر الوعي وتثقيف المجتمع حول مخاطر الفساد وسبل مكافحته.
واستكمل “حنيجــــــــــل” كلمته موضحًا إن حقوق الإنسان المصري التي نص عليها الدستور تشمل الحق في العيش في مجتمع خالٍ من الفساد، حيث يتمتع الجميع بفرص متساوية وعدالة اجتماعية دون تمييز.
ومن هذا المنطلق، فإن لكل فرد دورًا إيجابيًا، وواجب وطني لابد أن يلعبه في مكافحة الفساد، سواء من خلال الإبلاغ عن الممارسات الفاسدة أو من خلال التمسك بالقيم الأخلاقية في حياته اليومية.
ثم أشار رئيس الجامعة إلى تأكيد فخامة السيد الرئيس/ عبد الفتاح السيسي رئيس الجمهورية على دعمه الكامل لجهود مكافحة الفساد في جميع مؤسسات الدولة. وتشديد سيادته على أنه لن يتم التسامح مع أي مخالف أو متلاعب بمقدرات أبناء مصر، مشيرًا الى أنه يتم إتخاذ كافة الإجراءات القانونية اللازمة لضمان محاسبة كل من تسول له نفسه الإضرار بمصالح الوطن والمواطنين.
وأوضح سيادته أن هذا الدعم الكبير الذي يلقاه مفهوم مكافحة الفساد يؤكد مدى وعي القيادة السياسية بأهمية هذا الأمر لتحقيق أقصى معدلات النجاح لخطة الدولة في التنمية المستدامة، مما يساهم في بناء مستقبل أفضل للأجيال القادمة،
حيث أن ما حققته الدولة المصرية خلال السنوات القليلة الماضية إنجازات كبيرة في مختلف المجالات، تدعونا جميعًا للحفاظ على هذه المكتسبات، الأمر الذي يتطلب منا جميعًا أن نكون يقظين، وأن نعمل معًا لضمان أن تظل مصر نموذجًا للنزاهة والشفافية.
ثم أوضح “رئيس الجامعة” بعض محاور الاستراتيجية التي تتبناها هيئة الرقابة الإدارية في هذا السياق لمكافحة الفساد، منها:
– اطلاق الاستراتيجية الوطنية لمكافحة الفساد (2023-2030)، والتعاون مع الجهات المختلفة، والتوعية والتثقيف، بالإضافة إلى التعاون الدولي.
ثم أشار “رئيس جامعة السويس” أنه باعتبار الجامعة أحد مؤسسات الدولة المصرية، فهي ليست ببعيدة عن هذا الأمر، حيث تلعب دورًا هامًا في مكافحة الفساد من خلال العديد من الأنشطة والجهود، منها:
تنظيم الندوات وورش العمل، كذلك تدريب العاملين بالجامعة والطلاب فضلا عن المشاركة في الاستراتيجية الوطنية.
واختتم “حنيجــــــــــل” كلمته بتوجيه التحية لكافة أعضاء هيئة الرقابة الإدارية تقديرًا لدورهم المعتبر وجهودهم الحثيثة في الحفاظ على مقدرات هذا الشعب الأصيل، أجل مستقبل الكنانة مصر.
عقب ذلك تحدث السيد اللواء / أحمد ديوان رئيس مكتب هيئة الرقابة الإدارية بالسويس، حيث وجه الشكر للسيد أ.د. رئيس الجامعة وكافة أعضاء أسرة الجامعة موضحًا للحضور اختصاصات الرقابة الإدارية، ومفهوم الفساد وأنواع وتصنيفات الفساد من حيث الانتشار والزمن والحجم. ثم اشار أولا إلي أحد أنواع مفهوم الفساد المتمثل في إساءة استغلال السلطة لتحقيق مكاسب خاصة، ثم جريمة الرشوة.
ثم استعرض “ديوان” الاثار السلبية للفساد أبرزها هروب رؤوس الأموال والركود الاقتصادي وانخفاض الصادرات اجتماعيًا، وانتشار الجرائم وظهور الإرهاب والبطالة، ثم أوضح سيادته خطورة انتشار جرميتي غسل الاموال والكسب غير المشروع، وأشار إلي أن هناك جهات أخري منوط بها مكافحة الفساد وهي الرقابة الإدارية
،السلطات التشريعية والتنفيذية والقضائية.
وأوضح “رئيس مكتب هيئة الرقابة الإدارية بالسويس” أن من ضمن اختصاصات الهيئة هو بحث وتحري اسباب القصور في العمل والإنتاج، والكشف عن عيوب النظم التي تعرقل السير المنتظم للأجهزة العامة، ومتابعة تنفيذ القوانين والتأكد من أن القرارت واللوائح وافية، فضلا عن الكشف عن المخالفات الإدارية والمالية والجرائم الجنائية، وضبط الجرائم الجنائية، بالإضافة الى متابعة ماتنشره الصحف وماتعرضه وسائل الإعلام في هذا السياق.
كما القي سيادته الضوء علي أن ادارة دعم الاستثمار وهو من ضمن الاختصاصات الجديدة التابعة لهيئة الرقابة الإدارية فضلا عن البنية المعلوماتية للدولة المصرية، وبنك الكفاءات وترشيح القيادات، موضحا أن نطاق اختصاص هيئة الرقابة ويتلخص في المال العام ومن في حكمه، والموظف العام ومن في حكمه؛ كالجهاز الحكومي وفروعه، الهيئات والمؤسسات العامة، والشركات التابعة لها، والجمعيات العامة والخاصة،
اجهزة القطاع الخاص التي تباشر أعمال عامة، جميع الجهات التي تساهم فيها الدولة.
كمل أوضح “ديوان” أن صلاحيات عضو هيئة الرقابة الإدارية هي التحري وضبط الجرائم، الاطلاع والتحفظ علي الملفات، الوقف والأبعاد الموقت، وسماع الأقوال والمعاقبة التأديبية.
وتم عرض فيلم تسجيلي عن ملخص اختصاصات هيئة الرقابة والاختصاصات المستحدثة للهيئة مثل جرائم الاتجار في البشر والجرائم المعلوماتية.
واختتمت الندوة بقيام أ.د. أشــــــــــرف حنيجــــــــــل رئيس الجامعة باهداء درع الجامعة للسيد اللواء/ أحمد ديوان مدير مكتب هيئة الرقابة الإدارية بالسويس تقديرا لدور الهيئة في الحفاظ على مقدرات أبناء مصر، وعقب ذلك التقاط بعض الصور التذكارية.
Celebrating the International Anti-Corruption Day:
Suez University, in collaboration with the Administrative Control Authority, organized a seminar titled “The Role of the Administrative Control Authority in Preventing and Combating Corruption.”

As part of the celebration of International Anti-Corruption Day, a seminar was held in the Petroleum and Mining Engineering College Auditorium, with the presence of Prof. Dr. Ashraf Heniegal, President of Suez University, Major General Ahmed Diwan, Director of the Administrative Control Authority Office in Suez, Lieutenant Colonel Youssef Tantawy, a member of the Administrative Control Authority Office in Suez, along with the university’s vice presidents, deans of colleges, faculty members, university staff, and students. The event began with the national anthem, followed by a speech from the university president, who expressed his and the entire university’s happiness at hosting this seminar, addressing one of the country’s most critical issues. He pointed out that corruption in any society can hinder progress and negatively impact development, the efforts of people and governments, and the pursuit of a dignified life.
The university president emphasized that combating corruption is not only a national duty but also a collective responsibility that requires the concerted efforts of everyone. He highlighted the pivotal role of the Administrative Control Authority in fighting corruption in Egypt, stating that the authority works to uncover corruption, pursue wrongdoers, and enhance transparency and integrity in all state institutions. He further explained that the authority’s efforts go beyond investigations and prosecutions, extending to raising awareness and educating the public about the dangers of corruption and ways to combat it.
He continued by stating that the Egyptian constitution guarantees human rights, including the right to live in a society free from corruption, where everyone enjoys equal opportunities and social justice without discrimination. From this perspective, each individual has a positive role to play in fighting corruption, whether by reporting corrupt practices or adhering to ethical values in daily life.
The president of the university also referred to the support of President Abdel Fattah El-Sisi, who has expressed his full support for anti-corruption efforts across all state institutions, stressing that there will be no tolerance for any violator or manipulator of Egypt’s resources. The president added that all necessary legal measures are being taken to ensure accountability for anyone attempting to harm the interests of the nation and its citizens.
This strong support for anti-corruption efforts reflects the political leadership’s awareness of its importance in achieving the country’s sustainable development plan, contributing to the building of a better future for future generations. The significant achievements Egypt has made in recent years across various sectors call for the preservation of these gains, which requires vigilance and collective action to ensure that Egypt remains a model of integrity and transparency.
The university president then outlined some of the strategic initiatives adopted by the Administrative Control Authority in the fight against corruption, including the launch of the National Anti-Corruption Strategy (2023-2030), cooperation with various bodies, and public awareness and education, in addition to international cooperation.
He also emphasized that as one of the country’s institutions, Suez University plays an important role in the fight against corruption through various activities and efforts, such as organizing seminars and workshops, training university staff and students, and participating in the national strategy.
The university president concluded his speech by extending his appreciation to all members of the Administrative Control Authority for their significant efforts in safeguarding the nation’s resources, ensuring a brighter future for Egypt.
Following this, Major General Ahmed Diwan, Director of the Administrative Control Authority Office in Suez, addressed the attendees. He thanked the university president and the entire university community, explaining the authority’s roles, the concept of corruption, and its various forms, including abuse of power for personal gain and bribery.
He then discussed the negative impacts of corruption, particularly the flight of capital, economic stagnation, reduced exports, and social consequences such as crime, terrorism, and unemployment. He also highlighted the dangers of money laundering and illicit enrichment. Furthermore, he mentioned other bodies responsible for fighting corruption, including the legislative, executive, and judicial authorities.
The Director of the Suez office explained that one of the authority’s roles is to investigate the causes of inefficiencies in work and production, uncover flaws in systems that hinder the smooth operation of public institutions, and ensure that laws and regulations are being properly implemented. He also discussed the authority’s role in uncovering administrative, financial, and criminal violations, as well as monitoring what is published in newspapers and presented by the media on this subject.
He also highlighted the newly introduced functions of the authority, such as the management of investment support, and the role of Egypt’s information infrastructure, competence bank, and leadership nominations. He explained that the authority’s jurisdiction includes public funds, public employees, and institutions, as well as entities operating in the public interest.
Major General Diwan elaborated on the authority’s powers, which include investigating and addressing crimes, reviewing and securing files, imposing temporary suspensions, interviewing witnesses, and imposing disciplinary sanctions.
A documentary film summarizing the authority’s functions, including new responsibilities such as combating human trafficking and cybercrimes, was shown.
The seminar concluded with the presentation of a commemorative plaque by Prof. Dr. Ashraf Heniegal to Major General Ahmed Diwan, in appreciation of the authority’s role in preserving the nation’s resources. The event ended with a photo session.
