“التحليل المؤسسي الداعم للمساواة بين الجنسين وتمكين المرأة” ورشة أطلقها القومي للمرأة

أطلق المجلس القومي للمرأة بالتعاون مع معهد التخطيط القومي والمركز الدولي للتدريب “التابع لمنظمة العمل الدولية بمدينة تورين – إيطاليا” على مدار يومي 18 و19 ديسمبر 2023 ورشة عمل بعنوان “التحليل المؤسسي الداعم للمساواة بين الجنسين وتمكين المرأة”، وذلك في إطار مشروع زيادة مشاركة المرأة في الحياة العامة في مصر، الذي ينفذه المجلس بالتعاون مع وزارة التخطيط والتنمية الاقتصادية وبالشراكة مع الاتحاد الأوروبي.
بحضور كلٍ من أ.د. أشرف العربي رئيس معهد التخطيط القومي، وأ.د. أشرف صلاح الدين نائب رئيس المعهد لشؤون التدريب والاستشارات وخدمة المجتمع، ود. نجلاء العادلي رئيس الإدارة المركزية للشئون المالية والإدارية بالمجلس القومي للمرأة، وأ.مونيكا ريزى مسؤول أول في برنامج معايير العمل الدولية وحقوق العمل والمساواة بين الجنسين في مركز التدريب الدولي التابع لمنظمة العمل الدولية، وعدد من قيادات الهيئة العلمية والهيئة العلمية المعاونة والجهاز الاداري بالمعهد، وممثلين عن المجلس القومي للمرأة، ومركز التدريب الدولي التابع لمنظمة العمل الدولية.
استهدفت ورشة العمل إتاحة الفرصة للحضور لمناقشة واقتراح سياسات دعم منظور المساواة بين الجنسين وتمكين المرأة وتحديد الاحتياجات للخروج بخطة عمل لتطبيق أفضل الممارسات والسياسات لإدماج احتياجات الرجل والمرأة في الخطط والبرامج الخاصة بالمعهد وتصميم مجموعة من الأدلة والأدوات، فضلاً عن تصميم برنامج بناء القدرات لمراعاة المساواة بين الجنسين وتكافؤ الفرص وتمكين المرأة.
أكد الدكتور أشرف صلاح الدين أن تحقيق المساواة بين الجنسين وتمكين المرأة في المؤسسات الوطنية يٌعد من أولويات عمل المعهد باعتباره الهدف الخامس من أهداف التنمية المستدامة، مشدداً على ضرورة تغيير نظرة المجتمع النمطية والسلبية التي ما زالت تؤثر على الكثير من النساء في مختلف نواحي حياتهن الخاصة والعامة.
وأعربت الدكتورة نجلاء العادلي في كلمة ألقتها نيابة عن د. مايا مرسي رئيسة المجلس أن تطبيق فكر التحليل المؤسسي الداعم للمساواة بين الجنسين وتمكين المرأة يُطبق للمرة الأولي في مصر من خلال المعهد الذي يُعد جهةً رائدةً في تطبيق هذا النظام ونموذجاً فريداً يُحتذى به لباقي المؤسسات.وأضافت أن انعقاد ورشة العمل يأتي في ضوء نجاح تنفيذ المرحلة الأولى والثانية من النشاط.
فيما أشارت أ .مونيكا ريزى إلى أن معهد التخطيط القومي يُعد أول مؤسسة بحثية في المنطقة العربية تشارك في تطبيق التحليل المؤسسي الداعم للمساواة بين الجنسين وتمكين المرأة، لافتةً إلى أن ورشة العمل تُعد فرصةً مثاليةً للمشاركة وإتاحة الفرصة لتبادل المناقشات والآراء لدمج قضايا المساواة بين الجنسين في تصميم برامج المعهد وتنفيذها، وأنظمة مراقبتها.
جدير بالذكر أن خلال المرحلة الأولى من أنشطة تعميم منظور المساواة بين الجنسين وتمكين المرأة في المؤسسات الحكومية، تم تنفيذ عدد من الأنشطة بالتعاون مع المركز الدولي للتدريب التابع لمنظمة العمل الدولية والتي استهدفت تعميم منظور المساواة بين الجنسين وتمكين المرأة والتي شملت تدريب 14 متدربة من البرنامج الوطني للمرأة في القيادة، على “التحليل المؤسسي لتعزيز المساواة بين الجنسين وتمكين المرأة” وفقا للمنهجية التشاركية لمنظمة العمل الدولية. كما تم عقد تدريب مدربين حول منهجية دعم منظور المساواة بين الجنسين في عمليات التخطيط الوطنية واستهدف 22 سيدة من مختلف الوزارات والهيئات الحكومية والقطاع الأكاديمي. بالإضافة إلى إعداد دليل نموذجي لدعم منظور المساواة بين الجنسين وتمكين المرأة في عمليات التخطيط الوطنية يتوافق مع النهج الدولي والتجارب الدولية ذات الصلة بما يتماشى مع السياق المصري والجهود الوطنية في هذا الإطار.
The National Council for Women (NCW), in cooperation with the Institute of National Planning (INP) and the International Training Center of the International Labor Organization (ITCILO), Turin, Italy, launched on December 18 and 19, 2023, a workshop entitled “Institutional Analysis Response to Gender Equality and Women Empowerment”, within the “Increasing the Participation of Women in Public Life in Egypt” project implemented by the NCW in cooperation with the Ministry of Planning and Economic Development (MoPED), in partnership with the European Union (EU), in the presence of Dr. Ashraf El-Araby, President of the Institute of National Planning, Prof. Ashraf Salah-Eldin Saleh, Vice president for Training, consultations and Community Service and Dr. Naglaa Al-Adly, Head of the Central Department for Financial and Administrative Affairs at the National Council for Women, Ms. Monica Rizzi, Senior Programme Officer in the International Labour Standards, Rights at work and Gender Equality at the International Training Center of the International Labor Organization (ITCILO), a number of leaders of the scientific and supporting scientific staff and the administrative body of the institute, as well as representatives of the National Council for Women, and the International Training Center of the International Labor Organization (ITCILO).
The workshop aimed to provide an opportunity for attendees to discuss and propose policies to support the perspective of gender equality and women’s empowerment and identify needs to come up with an action plan to implement best practices and policies to integrate the needs of men and women in the INP’S planning and programmes process, design a set of manuals and tools, as well as designing a capacity building program to take into account gender equality, equal opportunities and women’s empowerment.
Prof. Ashraf Salah-Eldin Saleh stressed that achieving gender equality and empowering women in national institutions is one of the priorities of the Institute’s work as the fifth goal of the sustainable development goals (SDGs), and also stressed the need to change the stereotypical and negative view of society that continues to affect many women in various aspects of their private and public lives.
In a speech delivered on behalf of Dr. Maya Morsy, the President of the NCW, Dr. Naglaa El-Adly said that the institutional analysis in support of gender equality and women’s empowerment is applied for the first time in Egypt through the Institute, which is a leading body in the application of this system and a unique model to be followed by other institutions.
She added that the workshop comes in light of the successful implementation of the first and second activity‘s phases.
Ms. Rizzi pointed out that the Institute of National Planning is the first institute concerned with research in the Arab Region to participate in the application of institutional analysis in support of gender equality and women’s empowerment. She also pointed out that the workshop is an ideal opportunity to participate and provide an opportunity to exchange discussions and opinions to integrate gender equality issues into the design and implementation of the Institute’s programs, and monitoring systems.
It is worth noting that during the first phase of the gender mainstreaming and women’s empowerment activities in governmental institutions, a number of activities were carried out in cooperation with the International Training Centre of the International Labor Organization (ITCILO), which aimed to mainstream gender equality and women’s empowerment, which included training 14 trainees from the National Program for Women in Leadership, on “Institutional Analysis Response to Gender Equality and Women Empowerment” according to the participatory methodology of the International Labor Organization (ILO) . A Training of Trainers for Gender Sensitive Approach & Gender Mainstreaming in the National Planning Process was held and targeted 22 women from various ministries, government agencies and the academic sector. In addition to developing a model tool-kit to support the implementation perspective of gender equality and women’s empowerment in national planning processes in line with the international approach and relevant international experiences in line with the Egyptian context and national efforts in this framework.
