وزير الاتصالات وتكنولوجيا المعلومات يوقع اتفاقية لتحسين خدمة الإنترنت، وتقليل مخاطر القرصنة الإلكترونية
شهد الدكتور عمرو طلعت وزير الاتصالات وتكنولوجيا المعلومات توقيع اتفاقية تعاون بين الشركة المصرية للاتصالات أول مشغل اتصالات متكامل فى مصر وأحد أكبر مشغلى الكابلات البحرية فى المنطقة، ومؤسسة الإنترنت للأسماء والأرقام المخصصة (ICANN) لتشغيل النقطة الثانية فى القارة الأفريقية لنظام خادم الجذر المُدار من قبلICANN والمعروف باسم (IMRS) وذلك داخل مركز بيانات الشركة المصرية للاتصالات فى القاهرة.
ويساعد تشغيل IMRS فى القاهرة على تعزيز مرونة الإنترنت على المستويين المحلى والإقليمى من خلال مساعدة حركة مرور البيانات على البقاء محليًّا داخل مصر وعلى تقليل الاعتماد على الخوادم والشبكات الموجودة بالخارج.
وقع الاتفاقية سالى كوسترتن الرئيس والمدير التنفيذى المؤقت لمؤسسة ICANN، والمهندس محمد نصر العضو المنتدب والرئيس التنفيذى للمصرية للاتصالات، بحضور المهندس رأفت هندى نائب وزير الاتصالات وتكنولوجيا المعلومات للبنية التحتية، والمهندس/ باهر عصمت نائب الرئيس والمدير العام لمؤسسة “ICANN” لمنطقة الشرق الأوسط وأفريقيا، وممثلى الجهاز القومى لتنظيم الاتصالات.
وأكد الدكتور عمرو طلعت وزير الاتصالات وتكنولوجيا المعلومات أن تشغيل نظام IMRS يعزز من الجهود المبذولة لنشر الإنترنت داخل دول القارة الأفريقية وبالتالى يمهد الطريق نحو تقديم خدمات رقمية متميزة للمواطنين فى كافة أنحاء القارة والدفع بجهود التحول الرقمي، الأمر الذى يسهم بدوره فى تحقيق التنمية الاقتصادية والاجتماعية لدول القارة الأفريقية، مشيرا إلى حرص مصر على التعاون مع المؤسسات الدولية المتخصصة ودول القارة الأفريقية لسد الفجوة الرقمية وإتاحة النفاذ إلى الإنترنت؛ موضحا أهمية تشغيل نظام IMRS فى زيادة مرونة وتأمين البنية التحتية للإنترنت فى مصر وأفريقيا.
وأستعرض الدكتور عمرو طلعت عدد من المشروعات التى تنفذها وزارة الاتصالات وتكنولوجيا المعلومات لتوصيل الإنترنت فائق السرعة فى قرى مبادرة حياة كريمة، وجهود بناء القدرات الرقمية للمواطنين بهذه القرى، لتحقيق التمكين التكنولوجى والاقتصادى وذلك من خلال خلق قاعدة من المهنيين المستقلين الذين يعملون فى مجال التكنولوجيات الرقمية أو يستخدمونها بكثافة للعمل عن بُعد من محل إقامتهم. مشيرا إلى أهمية التوسع فى العمل بنموذج اللغة الكبير LLM لإثراء المحتوى العربى على الإنترنت وإنتاج قيمة مضافة منه تعود للدولة بالنفع؛ منوها إلى القانون الجديد الذى أعدته الوزارة المعنى بتصنيف وتبادل البيانات.
واوضح المهندس محمد نصر العضو المنتدب والرئيس التنفيذى للمصرية للاتصالات ان هذا النظام سيعمل على توفير تجربة أفضل لمستخدمى الإنترنت فى مصر والمنطقة بأكملها، وستقلل من الزمن اللازم لتحميل والوصول الى المواقع الإلكترونية وخاصة اثناء وقت الذروة فى استخدام الإنترنت، سيظهر اثر تفعيل النظام وفوائده لمستخدمى الإنترنت بشكل فورى ليس فقط فى مصر ولكن فى انحاء القارة بأكملها كما سيحد هذا النظام من أثر المخاطر الناتجة عن القرصنة والهجوم السيبرانى .”
من جانبها علّقت سالى كوسترتن الرئيس والمدير التنفيذى المؤقت لمؤسسة ICANN ” قائلة: “إن إنشاء نقطة اضافية لنظام IMRS فى القاهرة له أهمية كبرى لتحقيق التطوير المستهدف للبنية التحتية للخدمات التكنولوجية فى أفريقيا، اعتمادًا على الميزة الاستراتيجية لموقع مصر الجغرافى المتميز إضافة إلى دورها كمركز إقليمى لحركة الإنترنت فى أفريقيا، يظل التزامنا تجاه مشروع التحالف من أجل أفريقيا الرقمية ثابتًا. ويؤدى هذا الإنجاز إلى تعزيز البنية التحتية للإنترنت، ليس فى مصر فحسب، بل فى جميع أنحاء المنطقة.
يذكر أن نظام ال IMRS يتيح لمستخدمى الإنترنت فى مصر الحصول على خدمة أفضل عند استخدام الإنترنت وتوفير الأمان اللازم لتقليل خطر انقطاع الإنترنت بسبب الهجمات السيبرانية المختلفة، وفرصة متميزة لدعم انتشار استخدام الإنترنت بقارة أفريقيا، والذى سيدعم بدوره التوسع الاقتصادى وخلق المزيد من الفرص الجديدة للملايين من مستخدمى الإنترنت فى القارة، حيث يؤدى تواجد نقطتين لنظام IMRS فى موقعين منفصلين فى أفريقيا- القاهرة ونيروبى- إلى رفع الكفاءة الفنية والقدرة على معالجة حجم أكبر من البيانات لخدمة مستخدمى الإنترنت فى أفريقيا.
الجدير بالذكر أن مؤسسة ICANN كانت قد تأسست فى عام 1998 لتكون مؤسسة غير هادفة للربح ذات منفعة عامة تضم مجتمعًا من المشاركين من جميع أنحاء العالم. وتعمل على ضمان شبكة إنترنت عالمية مستقلة وآمنة.

Dr. Amr Talaat, Minister of Communications and Information Technology, witnessed the signing of a cooperation agreement between Telecom Egypt, the first integrated telecommunications operator in Egypt and one of the largest submarine cable operators in the region, and the Internet Corporation for Assigned Names and Numbers (ICANN) to operate the second point on the African continent for the root server system managed by ICANN, known as In the name of (IMRS), inside the Egyptian Telecom Company’s data center in Cairo.
Operating IMRS in Cairo helps enhance Internet resilience at the local and regional levels by helping data traffic remain local within Egypt and reducing dependence on servers and networks located abroad.
The agreement was signed by Sally Costerten, President and Interim CEO of ICANN, and Eng. Mohamed Nasr, Managing Director and CEO of Telecom Egypt, in the presence of Eng. Raafat Hendy, Deputy Minister of Communications and Information Technology for Infrastructure, and Eng. Baher Esmat, Vice President and General Manager of ICANN for the Middle East and Africa. And representatives of the National Telecommunications Regulatory Authority.
Dr. Amr Talaat, Minister of Communications and Information Technology, confirmed that the operation of the IMRS system enhances the efforts made to spread the Internet within the countries of the African continent and thus paves the way towards providing distinguished digital services to citizens throughout the continent and advancing digital transformation efforts, which in turn contributes to achieving economic and social development in countries. The African continent, noting Egypt’s keenness to cooperate with specialized international institutions and countries of the African continent to bridge the digital gap and provide access to the Internet. Dr. Amr Talaat reviewed a number of projects implemented by the Ministry of Communications and Information Technology to deliver high-speed Internet in the villages of the Decent Life Initiative, and efforts to build the digital capabilities of citizens in these villages, to achieve technological and economic empowerment by creating a base of independent professionals who work in the field of digital technologies or They use it extensively to work remotely from their residence.
