أطلقت السكك الحديدية حملة لضمان سلامة الركاب، تضمنت قائمة بالمحظورات الممنوع نهائيًا حملها أثناء استقلال القطارات، حيث تمثل تهديدا مباشرا لسلامة الركاب.
وحددت لائحة نقل البضائع بالسكة الحديد المواد المحظور نقلها فى قطارات الركاب والشروط التى يجب اتباعها خلال نقل البضائع والمواد المختلفة بالقطارات والعقوبات التى تطبق على المخالفين.
وحظرت لائحة نقل البضائع بالسكة الحديد نقل كافة أنواع البضائع القابلة للاشتعال والخطرة سواء الصلبة أو السائلة فى قطارات الركاب، وكذلك البضائع والمواد الغذائية القابلة للتلف خلال الرحلة أو التى تنبعث منها رائحة كريهة مثل الأسماك بأنواعها والفسيخ وأيضا الجلود الطازجة، حيث نصت المادة السادسة من اللائحة على عدم نقلها بقطارات الركاب.
كما أضافت اللائحة الصادرة تحت مسمى لائحة نقل البضائع المستعجلة وفقا للمادة الـ 30، أنه لا يجوز نقل كافة أنواع الطيور والحيوانات الحية فى قطارات الركاب مثل الكلاب والحمير والماعز والجاموس وغيرها.
كما لا يسمح بنقل المواد التى يمكن أن تؤذى أو تلوث أرضية عربات القطارات مثل الزيوت والمواد البترولية أو غيرها أو التى يزيد وزنها عن 35 كجم، وكذلك يمنع نقل كافة أنواع الموبيليات سواء كانت جديدة أو مستعملة.
وأوضحت اللائحة أنه فى حالة ضبط مخالف يتم تحصيل أجرة نقل البضائع المضبوطة وفق وزنها بحد أدنى 1000 كجم كما يحق للهيئة مصادرة البضائع والمواد المنقولة إذا كان يحظر نقلها فى قطارات الركاب مع اتخاذ الإجراءات القانونية ضد صاحبها.
وأشارت اللائحة أن الحيوانات الصغيرة مثل الغزلان والكلاب والنسانيس والقطط والعصافير يجوز نقلها فى قطارات الركاب فى حالة وضعها فى صندوق أو قفص محكم الغلق شرط وضعها فى عربة السبنسة الموجودة فى نهاية القطار والمخصصة للبضائع والمواد المستعجل نقلها وليس فى عربات الركاب، وفى حالة مخالفة ذلك تطبق عقوبة تحصيل الأجرة والمصادرة واتخاذ الإجراءات القانونية ضد صاحبها (الوضع الأخير كان مطبق قبل إلغاء عربة السبنسة من كافة القطارات.. حيث أصبح محظورًا نقل كافة أنواع الحيوانات والطيور بقطارات الركاب).
وقالت اللائحة إنه لا يجوز النقل برفقة الراكب فى القطارات سوى أمتعته وملابسه واحتياجات الشخصية والمواد الغذائية التى يستخدمها خلال رحلته شرط ألا يزيد فى مجموع وزنها عن 35 كجم.

The regulations for transporting goods by railway specify the materials prohibited from being transported on passenger trains, the conditions that must be followed during the transport of goods and various materials on trains, and the penalties that are applied to violators.
The regulations for transporting goods by railway prohibited the transportation of all types of flammable and dangerous goods, whether solid or liquid, on passenger trains, as well as goods and foodstuffs that are perishable during the trip or that emit an unpleasant odor, such as fish of all kinds, fesikh, and also fresh hides, as Article Six of the regulations stipulates: Not to be transported by passenger trains.
The regulation issued under the name of the Regulations for the Transport of Urgent Goods in accordance with Article 30 also added that it is not permissible to transport all types of birds and live animals on passenger trains, such as dogs, donkeys, goats, buffalo, etc.
It is also not permitted to transport materials that could harm or pollute the floor of train cars, such as oils, petroleum or other materials, or that weigh more than 35 kg. It is also prohibited to transport all types of furniture, whether new or used.
The regulations stated that if a violator is caught, the transport fee for the seized goods will be collected according to their weight, with a minimum of 1,000 kilograms. The authority also has the right to confiscate the transported goods and materials if they are prohibited from being transported on passenger trains, while taking legal measures against their owner.
The regulations indicated that small animals, such as deer, dogs, monkeys, cats, and birds, may be transported on passenger trains if they are placed in a tightly closed box or cage, provided that they are placed in the spindle carriage located at the end of the train, which is designated for goods and materials urgently transported and not in passenger carriages. In case of violation of this, a penalty is applied. Collecting the fare, confiscating it, and taking legal measures against its owner (the latter situation was in effect before the cancellation of the Spence car from all trains… as it became prohibited to transport all types of animals and birds on passenger trains).
The regulations stated that only his luggage, clothes, personal needs, and food items that he uses during his trip may be transported with the passenger on trains, provided that their total weight does not exceed 35 kilograms.
